Vice President, Engineering, Logistics & Technology


Frank Flores is vice president, Engineering, Logistics and Technology, for Northrop Grumman's Integrated Systems Western Region sector (ISWR).  In this role, he is responsible for the development of design and support engineering process, tools, procedures and test resources that maximize collaborative development across the enterprise.  He leads a team of 4,000 engineers in support of the ISWR programs including the F-35 Joint Strike Fighter, F/A-18, B-2, Global Hawk, Fire Scout, and Naval Unmanned Combat Air System (N-UCAS).


Flores joined Northrop Grumman in 1978 as part of the legacy TRW Company.  His career has spanned a wide range of roles from functional and program management to business development.  He has contributed to the successful development of satellite communication systems, avionics communications systems for advanced fighters, and terrestrial radio systems.


Prior to assuming his current position in October 2004, he was program director of the F-35 Joint Strike Fighter Communications, Navigation, and Identification System Design and Development program.  As one of the founders of the Radio Systems organization, Flores was instrumental in establishing Northrop Grumman's software defined radio technology as the baseline on the F/A-22, Comanche, and JSF programs.


Flores holds bachelor's and master's of science degrees in electrical engineering from the University of Southern California.  He is also a graduate of the University of California, San Diego Executive Program for Scientists and Engineers and is a Six Sigma Green Belt.  He was the recipient of the Hispanic Engineer National Achievement Awards Corporation (HEENAC) Pioneer Award in 2005 and was identified as one of the 50 Most Important Hispanics in Technology and Business in 2005 by Hispanic Magazine.  In 2006 Frank was awarded the Society for Hispanic Professional Engineers (SHPE) STAR Corporate Achievement Award.


Born and raised in Los Angeles, Flores lives with his wife, Megan, in Fullerton, Calif.  Their family activities revolve around children, sports, boating, fishing, and water-skiing.
