- Member of Board of Directors, National Association of Universities and Land Grant Colleges (NASULGC). Chair, Commission on Information Technology; member, Commission on Science and Mathematics Teacher Imperative.
- Member of Board of Directors, California Council on Science and Technology. Board oversight group on Science and Math Teacher Critical Path Analysis and on the recommended California response to the National Academies Report "Rising above the Gathering Storm".
- Chrysler Professor and Dean of the College of Engineering, and Vice President for Academic Affairs at the University of Detroit, 1973 - 1979.

President Baker earned his B.S. and M.S. degrees in Civil Engineering from Notre Dame and his Ph.D. in Geotechnical Engineering from the University of New Mexico
