  • President, California Polytechnic State University since 1979.
  • Former Member and Presidential Appointee, National Science Board, 1985 - 1994 (chaired the Board's Polar Research Committee and the Standing Committee on Programs and Plans).
  • Member of the Executive Committee, Business-Higher Education Forum.  Co-chair, BHEF Math and Science Education and STEM Initiatives.
  • Member, National Academy of Engineering Committee on Enhancing the Community College Pathways to Engineering Careers
  • Member of Board of Directors, National Association of Universities and Land Grant Colleges (NASULGC).  Chair, Commission on Information Technology; member, Commission on Science and Mathematics Teacher Imperative.
  • Member of Board of Directors, California Council on Science and Technology.  Board oversight group on Science and Math Teacher Critical Path Analysis and on the recommended California response to the National Academies Report "Rising above the Gathering Storm".
  • Chrysler Professor and Dean of the College of Engineering, and Vice President for Academic Affairs at the University of Detroit, 1973 - 1979.
  • Founding chair of the national (ASCE) Civil Engineering Research Foundation.
  • Presidential Appointee, Board for International Food and Agricultural Development (U.S.A.I.D).
  • 1997 Cavanaugh Award, University of Notre Dame (highest award bestowed on an alumnus for outstanding public service).
  • Outstanding Alumnus Awards, Colleges of Engineering, Universities of New Mexico and Notre Dame.
  • 2004 Chief Executive Leadership Award, Far West Region of the Council for Advancement and Support of Education (CASE).

President Baker earned his B.S. and M.S. degrees in Civil Engineering from Notre Dame and his Ph.D. in Geotechnical Engineering from the University of New Mexico
